Flash Flood Watches - what are they? A Flash Flood Watch is a bulletin issued by the National Severe Storms Forecast Center (NSSFC) also referred to as the Storm Prediction Center (SPC) when there is a high probability of flash flooding. Flash flood watches are common when severe weather is expected and the water content of the atmosphere is particularly high, and when a region has hard, frozen or saturated ground from previous conditions. Flash flood watches are often followed in many places with flash flood warnings.
